Instructions:
To prepare the shrimp:

2. Dip each shrimp into the flour mixture, then into the beaten eggs, and finally into the panko breadcrumbs, pressing gently to adhere.
3. Heat about 1/2 inch of vegetable oil in a large skillet over medium-high heat.
4. Fry the breaded shrimp until golden brown and cooked through, about 2-3 minutes per side.
5. Remove the shrimp from the oil and place on a paper towel-lined plate to drain excess oil.
To make the sweet and sour sauce:
1. In a medium saucepan, combine ketchup, sugar, vinegar, water, and cornstarch.
2. Whisk until the cornstarch is dissolved.
3. Bring the mixture to a boil over medium heat, then reduce the heat to low and simmer for about 5 minutes, or until the sauce has thickened.
4. Remove the sauce from the heat and stir in soy sauce, salt, and pepper.
To serve:
1. Place the fried shrimp on a serving platter or individual plates.
2. Spoon the sweet and sour sauce over the shrimp.
